POSITION PURPOSE

We are currently looking for an Payroll Clerk for our Southern & Central Region to process weekly union payroll, labor compliance functions, administrative support, and other duties as assigned and/or directed.

    ESSENTIAL FUNCTIONS
  • Checks that all timesheets for assigned divisions are submitted in Track and approved.
  • Checks for lunches not taken and correct shift pay.
  • Communicates with other payroll clerks regarding shared timesheets.
  • Move phase codes as requested by the project engineer.
  • Logs and scans all Time and Material sheets. Communicates with project engineers to ensure that T&M is billed for in a timely manner.
  • Do a batch tie out to ensure that all hours entered per division are accurate prior to check processing.
  • Review Subcontractors’ certified payroll reports for compliance including, but not limited to prevailing wages, craft classifications, and fringe benefits.
  • Submit labor compliance documents to owners/agencies as required by project specifications.
  • Communicate project specific labor compliance requirements to subcontractors/vendors.
  • timesheets as they are submitted, reviewed and approved by the PE or PM.
  • payroll logs of all timesheets approved.
  • greens and audit list to Corporate Union Payroll Specialist by designated time.
  • home depot receipts to be reconciled with statements.
  • Prepare and submit weekly certified payroll reports for self-performed work using Viewpoint
  • Research and resolve agency/owner identified discrepancies including, but not limited to prevailing wages, missed time, missing reports, and trust fund payments.
  • Provide professional customer service to our subcontractors, vendors, agencies, and owners by answering all communications in a 24-48 hour period.
  • Identify, prepare, collect and timely submit various forms required for each agency and job.
  • Keep current with union Master Labor Agreement, rates, and California and Federal basic labor laws
  • Effectively communicate with other departments including but not limited to project requirements, subcontractor/vendor payment holds and labor compliance discrepancies.
  • Approve subcontractors/vendors for payment by verifying they are compliant with the project they are being paid for.
  • Observes all safety rules and regulations
  • Maintains an organized work environment
  • Occasionally travel to job site for pre-construction meetings and project education.
  • Participates in rotation schedule as backup for receptionist desk.
  • Performs all other duties as assigned and/or requested.
    SPECIFIC JOB KNOWLEDGE, SKILL, & ABILITY
  • The individual must possess the following knowledge, skills and abilities and be able to explain and demonstrate that he or she can perform the essential functions of the job.
  • Proficient with Microsoft Suite (Basic Excel and Word)
  • Must have ability to communicate effectively with internal branch personnel and all levels of management. Maintain politeness and professionalism with company associates and union employees.
  • Conversant with California prevailing wages, Federal Davis Bacon Act, and union fringe benefits
  • Well-informed of basic California and Federal labor law
  • Acquainted with forms DAS 140, DAS 142, certified payroll register, statement of compliance, fringe benefit statement, owner operator documents
  • Familiar with LCP Tracker, OCPS, and DIR eCPR preferred
  • Familiar with union Master Labor Agreements
  • Highly organized with attention to detail

EXPERIENCE

1-2 years previous union payroll experience at a General Contractor level.

EDUCATION

Some college or associate’s degree in Accounting, Business, or related coursework preferred, but not required.

    PHYSICAL REQUIREMENTS
  • Most time spent in an indoor office environment
  • Sitting at a desk for prolonged periods of time
  • Occasional lifting of files and boxes up to 20 lbs
  • Pushing/pulling of file cabinets
  • Extended visual use of a computer screen
  • Frequent typing
